No. 6 is tricked into "discovering" an assassination plot, but who is going to be killed?
Cry wolf often enough, and no one will believe you when the cry is genuine. And this is the simple truth that provides the establishment with a weapon to use against No. 6 (Patrick McGoohan) when an assassination plot is being put in hand.
One man, and one man only, among the villagers is likely to prove a stumbling block in the way of the murder. This is No. 6 himself, and somehow he has got to be discredited, so that no one not even the intended victim will believe his warnings.
To prevent his being able to take any action, No. 2 (Derren Nesbitt) puts into motion a plan that begins when No. 6 is confronted by a girl (Annette Andre) who comes to him as a damsel in distress and tells him of an assassination plot that would mean that reprisals would be taken and everyone would suffer.
No. 6 is wary, but confirmation of her story comes when he is tricked into taking his watch to the watchmaker (Martin Miller) and sees a miniaturized device that is, in fact, a detonator of explosives, with another device that is a radio-operated transmitter.
The watchmaker is the girl's father, and it is clear that he is in on the plot; but in spite of the joint appeals made by his daughter and No. 6, he refuses to be dissuaded from his course.
No. 6 does just as No. 2 has anticipated: He goes to No. 2 to warn him that an attempt is to be made on his life. A tape recording of the visit is made that, doctored, can give the impression that this is something No. 6 does repeatedly.
But on his next visit, No. 6 finds that another No. 2 (Andre Van Gyseghem) is in occupation an elderly No. 2 who has returned to The Village. Is he the potential victim? If so, the method becomes apparent. The attempt will be made at an appreciation-day ceremony when he will hand over the Great Seal of Office to the younger No. 2.
No. 6 discovers the method: The explosive will be inside the seal, detonated by remote control. And No. 6 is the only man who can prevent the killing. To do so, he has got to find the radio-operated transmitter before the button can be pressed.
